BCA reports · Existing building, new class

BCA report for a change of use

A change of use is assessed as if the new use were being built today: the existing building is measured against the NCC provisions for its new classification, and every shortfall becomes a work item or a performance solution. Office to childcare, warehouse to gym, shop to café: the class changes, so the exits, the fire separation, the access and the amenities are reassessed.

Questions

Do we need as-built drawings?

Yes. A change of use is assessed against the building as it stands. Measured drawings of the existing building are part of the set; without them the job is scoped by a certifier.

Can the consent authority require upgrades to the rest of the building?

In NSW, yes. Under section 64 of the Environmental Planning and Assessment Regulation 2021 (formerly clause 94) the consent authority can require an existing building to be brought into partial or total conformity with the NCC as a condition of consent. The report tells you which provisions the new use triggers so the upgrade is scoped before lodgement.

What drawings do you need?

Site plan, floor plans, elevations and sections as PDF. For alterations, as-built drawings of the existing building as well.

Do you inspect the site?

No. The report is prepared from the drawings, which is what makes the fee fixed and the delivery 72 hours.
