How the DA works across New England and the North West

Every council in New England and the North West assesses DAs under the Environmental Planning and Assessment Act 1979 through the NSW Planning Portal, against its own LEP and DCP. The NCC questions are the same everywhere, and a registered certifier decides them at construction certificate stage. A BCA report lodged with the DA answers them before consent, so the conditions and the CC drawings are not a redesign.

Outside the metropolitan area the building stock runs to houses, sheds, farm buildings, shops and small commercial premises, and the same fixed fees apply: the report is prepared from the drawings, so distance from Sydney changes nothing.
