Every council in Sydney assesses DAs under the Environmental Planning and Assessment Act 1979 through the NSW Planning Portal, against its own LEP and DCP. The NCC questions are the same everywhere, and a registered certifier decides them at construction certificate stage. A BCA report lodged with the DA answers them before consent, so the conditions and the CC drawings are not a redesign.
