The requirement
NCC 2022 Volume One D4D9 (tactile indicators) under Performance Requirement D4P1 access for people with a disability, with AS/NZS 1428.4.1 for the indicators themselves.
The Deemed-to-Satisfy Provisions require tactile ground surface indicators at stairways, ramps and escalators on an accessway, and at overhead obstructions, laid to AS/NZS 1428.4.1 for type, size, setback, luminance contrast and slip resistance.
When the drawings need a performance solution
Heritage floors where indicators cannot be fixed, existing stairs where the landing is too short for the setback, feature paving with poor luminance contrast, external steps in a landscape scheme, and fitouts where the existing entry cannot accommodate the indicator zone.
What we write
We define who needs the warning and where, then show how the design delivers it: alternative indicator products, a different setback justified by the approach, integrated contrast, or a combination of handrail, lighting and nosing contrast where a compliant indicator cannot be laid. Every departure is measured against D4P1, not just noted.
The solution follows the NCC's own process for a Performance Solution (A2G2): the Performance Requirement identified, the Assessment Method stated, the evidence set out, and a conclusion a certifier can adopt. One revision is included when the assessor or the authority asks for more.
What the certifier needs to see
- Plans of every stair, ramp and escalator on an accessway with the indicator zones marked
- Product data for the indicators including luminance contrast against the finished floor
- Section through any location where the setback or landing departs from AS/NZS 1428.4.1
- The assessment against D4P1 and the compensating measures
Who accepts it in New South Wales
In New South Wales a performance solution is accepted as part of a construction certificate or complying development certificate issued by a registered certifier, then the occupation certificate, under the Environmental Planning and Assessment Act 1979 and the Building and Development Certifiers Act 2018. The NCC is adopted in full, so the solution is written to the NCC's Assessment Methods and it is the registered certifier (principal certifier) who adopts it. We write it so the certifier can adopt it as it stands.
Fee
- $4,400 inc GST ($4,000 + GST) per performance solution, one revision included
- Delivered in 72 hours from a complete drawing set; 24 hours at +50%
- Further revisions $1,100 inc GST ($1,000 + GST); a redesigned element is a new solution
- Fire-engineered solutions are scoped and quoted separately

Questions
Do houses need tactile indicators?
No. Class 1 houses and the private parts of Class 2 buildings are outside Part D4. Common areas of apartment buildings and all Class 3 to 9 buildings on an accessway do.
Can integrated (discrete) tactiles be used?
Yes, where they meet AS/NZS 1428.4.1 for spacing, dimensions and contrast. Where the product departs from the standard, the performance solution shows it still warns people effectively.
What is the difference between a performance solution and a BCA report?
A BCA report assesses the whole design against the Deemed-to-Satisfy Provisions and lists the non-compliances. A performance solution resolves one of those non-compliances by showing the design meets the Performance Requirement another way.
How long does it take?
72 hours from a complete drawing set, or 24 hours at +50%. The clock starts when we confirm the set is complete.
