How approval works in Western Australia
Planning comes first: development approval under the Planning and Development Act 2005 where the local planning scheme requires one. Building approval is separate: a certificate of design compliance from a registered building surveyor, then the building permit issued by the local government, under the Building Act 2011 and the Building Regulations 2012.
The registered building surveyor who signs the certificate of design compliance decides whether the drawings meet the NCC. A BCA report answers those questions before the application is lodged, with every non-compliance identified, the drawing reference and a practical fix, so the approval is not a round of requests for information.
What we assess in Perth and across WA
- Houses, dual occupancies and up to three townhouses (Class 1a), including secondary dwellings
- Sheds, garages and carports (Class 10a)
- Shops, offices, cafés, warehouses, factories and childcare centres under 2,000 m² (Class 5 to 9b)
- Apartments (Class 2), boarding houses and hotels (Class 3) and aged care (Class 9c), quoted by a certifier
- Access reports to NCC Part D4 and AS 1428.1
- Performance solutions for light and ventilation, stairs, handrails, tactile indicators and weep holes
Livable housing in Western Australia
Western Australia did not adopt the NCC livable housing provisions, so the ABCB Livable Housing Design Standard is not a building-permit requirement in WA.
Local planning policies and development conditions still ask for livable or adaptable features on some proposals. The assessment checks the drawings against the requirement that applies to your site and says which one it used.

Questions
Who approves the building work in Western Australia?
The registered building surveyor who signs the certificate of design compliance. The report is advice to you and to them: it does not replace the approval, it makes the approval quicker by settling the NCC questions first.
Do you inspect the site?
No. The report is prepared from the drawings, which is what makes the fee fixed and the delivery 72 hours.
