Access report for a development application in Victoria

An access report at DA stage, also called a DDA access report or disability access report, shows the consent authority that the building will meet NCC Part D4 and the Disability (Access to Premises) Standards made under the Disability Discrimination Act 1992: the accessible path from the boundary, entries, lifts and stairs, sanitary facilities, carparking and signage. Councils ask for it on most commercial, community and multi-unit proposals.

Access reports in Victoria

Access provisions are national: NCC Part D4 and the Premises Standards apply the same way in Victoria as everywhere else, and it is the relevant building surveyor who adopts the report as part of a building permit issued by the relevant building surveyor, then the occupancy permit or certificate of final inspection. The report is written to that adoption.

  • Revisions $1,100 inc GST ($1,000 + GST) each

Questions

Is the Premises Standards report the same thing?

Yes in practice. The Premises Standards mirror NCC Part D4; the report addresses both so it can be used at DA and again at construction certificate.

Is this a DDA report?

Yes. A DDA access report, a disability access report and an access report are the same document: an assessment against the Premises Standards made under the Disability Discrimination Act 1992 and the matching NCC Part D4 provisions.

Do you need the whole drawing set?

Site plan, floor plans, elevations and sections as PDF, plus the toilet and ramp details where they exist. The report is prepared from the drawings; no site visit.
